ARENA conducts theoretically founded cross-disciplinary and innovative research, exploring the processes of political change in Europe. The fields of research include EU institutions and their operation, the prospects for a democratic, fair and efficient politico-administrative system at the European level, the common foreign, security and defence policy, the role of knowledge and expertise in EU institutions and decision-making, civil society and the European public sphere. ARENA was established as a ten-year research programme in 1994. In 2004, ARENA became a permanent part of the University of Oslo as a research centre based at the Faculty of Social Sciences.
